Burford Town Council – Town Clerk and Responsible Financial Officer

Burford Town Council is looking for someone with an interest in the local community to become its next Town Clerk and Responsible Financial Officer (RFO).

Experience of local government or town/parish council work not essential but would be an advantage.  Experience of dealing with the public is a key part of the role, as are: working with finances, working as a team and managing efficient administrative practices. Computer skills are essential.

Burford is the most westerly town in Oxfordshire and is known as the Gateway to the Cotswolds. We have a population of about 2,000, and our High Street has over 60 shops, nearly all independent.

Burford is the second most popular tourist destination in West Oxfordshire and we have a number of Hotels and Inns to cater for our visitors.

Our precept is about £90,000 and we manage our Historic Tolsey, housing the council office and Museum, Burford Recreation Ground with a Play Park and Pavilion, Cotswold Gate Play area, Westfield, and Burford Cemetery.

This role includes keeping financial records/book-keeping, administration, agenda preparation and minute-taking at meetings, advising Town Councillors on procedural and legal matters, and supervision of the Council’s other part-time members of staff including the Lengthsman.

The job will be based at the Burford Tolsey, 126 High St, Burford OX18 4QJ, with a minimum of 8 hours per week in the office, and requires some evening working (average two meetings a month).

The position is part time – 20 hours per week, preferably spread across Monday Wednesday and Friday mornings, and includes some evening meetings.  The pay scale is within the substantive range of the National Joint Council  Salary grade LC2 (£26,845 – £38,296 pro rata) and membership of the Local Government Pension Scheme.  Dependant on experience and qualifications.

Candidates will be expected to study for CILCA (Certificate in Local Council Administration), if not qualified and training will be provided towards this.

Closing date for applications with a CV is Friday 22nd September 2023 followed by interviews and a decision in Mid-October with the position starting in Mid-November 2023 with a 4-6 week handover with the current Town Clerk.
